According to the Minnesota State Patrol's report, the driver of the Nissan Altima was 18-year-old Kaylee Lynette Richmond of Mankato. In Blue Earth County, Richmond is being charged with the felony criminal vehicular homicide for operating a motor vehicle in a grossly negligent manner.

A criminal complaint states that Richmond admitted to responding officers that she had been racing another vehicle on Madison Avenue at the time of the crash.
